Power-drunk Lagos DPO leads team to mosque, raid adherents, others • We paid N30,000 for bail – Residents

The Divisional Police Officer in charge of the Pen Cinema Police Division, Lagos State, H.E. Nwabuisi, has been accused of conducting raids during which he allegedly arrested innocent residents and extorted money from them.

Nwabuisi, a Superintendent of Police, was alleged to have led his men to Alimi Ogunyemi Street, in the Ifako Ijaiye area, where some Muslim faithfuls, who had just finished praying in a mosque, were allegedly rounded up around 8pm on Wednesday.


The police team, which reportedly had a Black Maria and four police vans in its convoy, was alleged to have also raided clubs and picked up passersby in the area.

Around 12am, the team was said to have taken all the suspects to the Pen Cinema Police Station, where about 37 arrested residents were forced to pay money for bail.

One of the victims, Sheriff Aranjure, said the policemen called the victims out from the cell one by one, adding that they demanded N15,000 bribe from each person to release them.


Sheriff said his elder brother, Ibrahim, bargained with the DPO through a police sergeant, adding that Ibrahim paid N30,000 for three arrested Muslims.

He said, “Our mosque is in front of our house. We had just observed Ishai (8pm prayers) and were in front of the mosque when the policemen from the Pen Cinema Police Station appeared. They had a task force van, a Black Maria and four other vehicles.

“Before they got to the house, they had arrested some people. When they got to the front of the mosque, they stopped a motorcycle rider and arrested him and his passenger.

“The man that led the team was the DPO of the Pen Cinema Police Division. The name on his tag is H.E. Nwabuisi. He came to where we were and asked what we were doing outside. We told him that we were in front of our house and we had just finished praying in the mosque.


“He ordered some of the policemen to take us into the Black Maria. We asked what we did wrong. When I tried to resist, the DPO dragged me by the shirt and tore my clothes. They took three of us into the Black Maria.”

Sheriff said others taken with him were a 15-year-old boy, Ahmed Ogunyemi, who had been asked to buy drugs from a kiosk in front of the house, and one Isiaka Adams, who was said to be in his early 50s.

He noted that the policemen visited a club on Emmanuel Olorunfemi Street and arrested some of the patrons.

One Seyi was also reportedly picked in front of his house on Coker Street.

“After they raided other places, we were taken to the Area G Command and put in a cell. They went out to conduct more raids. Around 15 minutes to 12am, they came back with new people. They put all of us in the Black Maria and took us to the Pen Cinema Police Station. We were about 37 people that they arrested. When we got to the station, they asked us to write our names. They started calling us out one by one, asking if we wanted to bail ourselves,” he added.


Sheriff’s brother, Ibrahim, who allegedly paid N30,000 for the bail, said he was lucky to have escaped arrest.

Ibrahim said despite his illness, he joined a tricycle to trail the policemen after his brother was arrested.

“Aside from Sheriff, I was the one who sent the 15-year-old boy they arrested on an errand to buy drugs for me because I was ill. So, when I saw what had happened, I followed them in a tricycle. We trailed them as they went to Area G. But from my observation, it appeared the area commander did not know anything about the raid.

“When they got to their station, I saw one of them, called Bigi, a police sergeant. He asked me what the problem was and I told him what had happened. He went to meet the DPO and negotiated on our behalf. They collected N30,000 for the three of them. Bigi said it was important that we secured their bail that night because they would take them to court the following day. For fear that our people could be arraigned for what they knew nothing about, we had to look for the money that night.

“In my presence, he gave the DPO the money and they spoke briefly. The owner of the bar where some other people were arrested also paid some money to the policemen,” he added.

The Ogun State indigene said he was ready to testify against the senior police officer, urging the authorities to call him to order.

“The corruption at the station is at the highest level. The DPO always leads the raid and extortion. This is the fourth time I will see him do that. I can say it to his face. I do not fear him and I am ready to testify against him,” he added.

Another victim, Adams, described the conduct of the DPO as unprofessional, saying the harrassment of the residents was unwarranted.

The state Police Public Relations Officer, CSP Chike Oti, confirmed that there was a raid in the area, but denied that the DPO extorted money from those arrested.

He said, “It is a blatant lie. There was indeed a raid on black spots in the area. This was after a tip-off that the Awawa Boys and some other cults planned to engage in a gang war. The DPO swung into action and a lot of the cult members were arrested. This is in keeping with our commitment to always keep Lagos residents safe and the state crime-free.

“However, the state Commissioner of Police, Edgal Imohimi, has ordered an investigation into the allegation.”

2019: Why Nigerians Must Stand Firmly Behind Buhari – Keyamo - Politics -

NIGERIANS must stand firm behind President Muhammadu Buhari in the 2019 general election because it is time to pay him back for the good things he has done for the country, Festus Keyamo, has said.

Mr Keyamo, a lawyer and the Media Director of Buhari Campaign Organisation, stated this in Ilorin while delivering his speech at the inauguration of Buhari/Osinbajo Project 2019.

The legal practitioner who is also a Senior Advocate of Nigeria (SAN) said no government in the history of the country has recovered stolen money that belonged to Nigerians as President Buhari.

He said the previous administrations established the worst system of government, based on sharing formula of the nation’s treasury.

“They operated a system that ignored physical infrastructure in the country, that ignored the plight of the poor, the weak and the vulnerable in Nigeria,” Mr Keyamo said.

“If you compare what accrued to the country in 16 years and what were done with the money earned in three years and infrastructure built by Buhari, you will see the difference.

“In 16 years, all they did in the South East was Onisha-Owerri road, whereas in three years, President Buhari is doing four major road construction in the region.

“You have a president who has fought for you, why can’t you fight for him.

“This is the time he needs you more to fight for him. It is reciprocal and that is why we must remind ourselves today why we must stand firmly behind him in 2019.

“I can tell that there is no government in the history of this country since 1960 that has addressed the plights the poor, the vulnerable in the last three years than this government,” the News Agency of Nigeria (NAN) quoted him as saying.

He said the administration’s intervention programmes for the poor and vulnerable which included the N5, 000 monthly stipends, feeding of over eight million school pupils and soft loans of between N250, 000 and N350, 000 to small business owners, showed that “Buhari’s government is touching the lives of the poor than the rich,”

The following question is listed in Fatawa Islamiyyah (1/239):

Is it permissible for a menstruating woman to recite the du’aa’s of the Day of ‘Arafaah despite the fact that they include aayat from the Qur’aan?

Answer:

There is nothing wrong with the woman who is menstruating or bleeding after childbirth reciting du’aa’s that are prescribed for the rituals of Hajj. Also, according to the correct opinion, there is nothing wrong with them reading Qur’aan as well, because there is no clear saheeh report that states that the woman who is menstruating or bleeding after childbirth should not read Qur’aan. It was reported that the man who is junub (in a state of impurity following sexual activity), in particular, should not read Qur’aan whilst he is junub, because of the hadeeth of ‘Ali (may Allaah be pleased with him). With regard to the woman who is menstruating or bleeding after childbirth there is the hadeeth of Ibn ‘Umar: “The menstruating woman and the man who is junub should not read Qur’aan” – but it is da’eef (weak), because the hadeeth was reported by Ismaa’eel ibn ‘Ayyaash from the Hijaaziyeen, and he is da’eef in his reports from them. But she should read without touching the Mus-haf (copy of the Qur’aan in Arabic), from memory. In the case of the man who is junub, he should not recite Qur’an at all, either from memory or from the Mus-haf, until he has done ghusl. The difference between them is that the timespan for the one who is junub is very short, he can do ghusl straightaway, as soon as he finished having intercourse with his wife. He is not junub for long, and it is up to him when he wants to do ghusl; if he cannot find water, he can do tayammum (“dry ablution” using dust etc.) and pray and read Qur’aan. But the woman who is menstruating or bleeding after childbirth has no control over her situation – it rests with Allaah, may He be glorified. The period lasts for a number of days and nifaas (post-natal bleeding) is the same. So it is permissible for them to recite Qur’aan so that they do not forget it and so that they do not miss out on the blessings of reciting Qur’aan and learning the rules of sharee’ah from the Book of Allaah. If that is the case, then it should certainly be permissible for them to read books containing du’aas that are a mixture of aayaat and ahaadeeth, etc… this is the more correct of the two opinions of the scholars, may Allaah have mercy on them. (Shaykh Ibn Baaz).

The following question was also mentioned:

I read some Tafseers (Qur’anic commentaries) when I am not taahir (ritually pure), such as during my monthly period. Is there any sin on me for doing that? Will I be committing a sin if I do that?

Answer:

There is no sin on the woman who is menstruating or bleeding after childbirth if she reads books of Tafseer or even if she reads Qur’aan without touching the Mus-haf, according to the more correct of the two scholarly opinions. As for the man who is junub, he should not read Qur’aan at all until he has done ghusl, but he can read books of Tafseer and hadeeth etc., without reading whatever they contain of aayaat, because of the report that nothing would stop the Prophet (peace and blessings of Allaah be upon him) from reading Qur’aan except janaabah (being junub). According to a hadeeth narrated by Imaam Ahmad with a jayyid isnaad, he said: “As for the man who is junub, he should not read even one aayah.”
