Why Buhari Hasn’t Acted On Minister Adeosun’s Certificate Scandal — Presidency - Politics -

The Presidency on Monday said it hopes the certificate forgery scandal involving the finance minister, Kemi Adeosun, would soon be proven as false, claiming that investigations are still on after more than 60 days since PREMIUM TIMES broke the story.

It however said the government would take the appropriate action immediately details of the investigations are made public.

PREMIUM TIMES exposed how Mrs Adeosun skipped the mandatory one-year National Youth Service Corps scheme and
forged a certificate that indicated she was exempted from participating.

The revelation trigerred widespread outrage from Nigerians, with the Human and Environmental Development Agenda, a nongovernmental organisation, petitioning the police inspector general demanding an investigation into the claims against the minister.

Last month, another nongovernmental organisation, the Social Economic Rights and Accountability Project (SERAP),
sued the NYSC for its failure to disclose details of the certificate paraded by the minister.

The group had earlier made a freedom of information request to the NYSC which the agency ignored.

In August, Lai Mohammed, the information minister, said the appropriate agency was still investigating the allegations against Ms Adeosun and that the president would only act at the end of the probe.

So far, the corps’ only comment on the scandal was a short statement on July 9 saying it would investigate the claims .

On Monday, in the Presidency’s first public comment on the matter, President Muhammadu Buhari’s spokesperson, Garba Shehu, said the allegations against a key member of the administration were yet to be proven.

Mr Shehu, who was responding to allegations of corruption against top officials of the administration said ‘some persons’ were looking forward to a predetermined outcome from the allegations hence their disappointment with the government’s (in)action so far.

“The minister of information has spoken on the matter. And a process is ongoing to address the allegations. When that process is complete, Nigerians will know the outcome,” Mr Shehu said during an interview on AIT’s Kakaaki.

“Some people want a particular outcome and because they are yet to see this outcome, they are not happy. Give it (investigation) time. There is a process ongoing,” Mr Shehu said.

He said the Presidency would act when it has all the facts.

“It’s an allegation. If it is proven, you will see what will happen. The minister and the NYSC have spoken on the matter,” he added.

When challenged on the length of time the ‘investigation’ was taking, Mr Shehu said: “It is not for me to decide (the duration). I don’t have the full facts of the matter, so why the investigation is not out, I don’t know. I hope there will be an early outcome.

“Don’t forget, these people (Mrs Adeosun and other indicted officials), whose names are being dragged in the mud have families and relatives. We hope their innocence will be established,” he said.

While the Nigerian government continues to drag its feet on the certificate forgery, it successfully prosecuted a civil servant for falsifying his professional accounting, ICAN, certificate.

PREMIUM TIMES reported how James Lebi-Ayodele, who worked at the Office of the Auditor General of the Federation, was convicted by an FCT High Court in Jabi in July and sentenced to two years in prison without an option of fine for forging the Institute of Chartered Accountant of Nigeria certificate.

According to a report in Vanguard, the judge, Yusuf Halilu, said the convict would have risen to the position of the Auditor General of the Federation with a forged certificate in the future if the forgery had not been detected.

The judge also ordered Mr Lebi-Ayodele to pay ₦100, 000 in restitution.

A white Texas police officer who entered an apartment mistaking it for her own and shot dead the black man who lived there was arrested on manslaughter charges.

Officer Amber Guyger with the Dallas Police Department was arrested Sunday and booked into the county jail, the Texas Department of Public Safety said.

At the end of her shift and still in uniform, Guyger entered the apartment in a complex near downtown Dallas late Thursday and shot the black man who she thought was an intruder, police said.

Minutes after shooting she called emergency services and told responding officers that she thought she had entered her own apartment.

The victim, an African-American, was identified as Botham Shem Jean, 26, an immigrant from the Caribbean island nation of Saint Lucia.

Jean had graduated from a private Christian college in the state of Arkansas in 2016 and had since been working at the accounting firm PricewaterhouseCoopers in Dallas.

According to the Dallas Morning News, Guyger got off on the wrong floor of the building complex and approached an apartment exactly one floor above her own.

The door was unlocked and the lights were off and when Guyger saw a figure moving in the dark she pulled out her pistol and opened fire thinking it was an intruder, the newspaper reported.

Dallas police said that Guyger, 30, has been with the department for four years. Local reports said she was involved in an earlier shooting in May 2017.

The Dallas-Fort Worth NBC affiliate reported that Guyger was released late Sunday on a $300,000 bail.

Dallas Police Chief U. Renee Hall took the unusual step of handing the case over to the Texas Rangers — a division of the Department of Public Safety — to “eliminate the appearance of any potential bias”, police said in a statement.

“On behalf of the Dallas Police Department, we are continuing to pray for Mr. Jean’s family, and ask that the community remain patient as this investigation is conducted,” Hall said.

Hall, who is African-American, became the city’s first female police chief in September 2017.

Jean’s mother Allison Jean, earlier told NBC News that the incident “feels like a nightmare”.

Her son “was in no wrong place at any wrong time. He was in his sanctuary, in the place where he called home. He didn’t deserve this,” she told NBC.

APC Primaries: 18 States Defy Oshiomhole, Opt For Indirect Primaries (names) - Politics

The crisis rocking the All Progressives Congress (APC) over the method to be adopted in the election of its candidates for the 2019 general elections is assuming a frightening dimension as more state chapters of the party continue to dare the party’s leadership by opting for indirect primaries rather than direct primaries as directed by the National Working Committee (NWC). 

Sources told this newspaper that the governors elected on the platform of the ruling party are leading rebellion against the Adams Oshiomhole-led NWC. APC presently has 21 governors. No fewer than 14 of the governors have adopted indirect primaries in the selection of candidates for the 2019 general elections.

The National Executive Committee (NEC) of the ruling party had, on August 30, adopted the direct primary method for the selection of its presidential candidate, while states were empowered to choose which of the methods best suits their peculiarities. But the NWC, in a counter directive, ordered that all primaries must be by the direct method. So far, 19 state chapters of the party have rebuffed the directive of the Adams Oshiomhole-led APC NWC.

They include Imo, Sokoto, Plateau, Yobe, Ekiti, Kogi, Enugu, Kaduna, Zamfara, Katsina, Ondo, Oyo, Adamawa, Borno, Katsina, Nasarawa, Kebbi, Delta and Bauchi. The Federal Capital Territory (FCT) also adopted indirect primary. Some of the states, which adopted indirect primaries, also agreed on consensus arrangement. Eleven states opted for the direct primary option as directed by the party leadership.

They are Lagos, Ogun, Osun, Kano, Abia, Niger, Rivers, Akwa Ibom, Bayelsa, Benue and Cross River. Six state chapters are yet to decide on which option to adopt. 

They are Anambra, Edo, Taraba, Jigawa, Gombe and Kwara. But major stakeholders have kicked against the adoption of indirect primaries in Yobe, Katsina, Zamfara, Kaduna, Ondo, Adamawa, and Borno. In Imo, the state chapter of the party arrived at the option of indirect primaries at 6th State Executive Committee (SEC) meeting held in Owerri, the state capital, on Thursday. 

It is the same story in Sokoto, where APC leaders also adopted the indirect primary election and consensus as the process to select candidates for all positions in the state after a stakeholders’ meeting. In Yobe, the state APC adopted both indirect primaries and consensus to choose its candidates for the election.

This was arrived at a stakeholders’ meeting held in Damaturu, under the chairmanship of the deputy governor of the state, Engr. Abubakar Aliyu. The meeting drew participants from across the 17 local government areas of the state. Also adopting the indirect primaries, the Plateau State chapter of the party cited security challenges in the state.

The decision was taken at a meeting of the state working committee of the party, stakeholders, elders, lawmakers and local government chairmen chaired by the state APC chairman, Hon. Letep Dabang and attended by the deputy governor, Prof. Sonny Tyoden, who represented Governor Simon Lalong. 

Ekiti APC Chairman, Chief Jide Awe, who confirmed that the party in the state has opted for indirect primaries, said: “For the last, governorship election in the state, APC operated indirect primaries and it still subsists.” In Kogi, the party’s stakeholders also adopted indirect primaries during a stakeholders’ meeting chaired by Governor Yahaya Bello.

The stakeholders, in rejecting the direct primary method approved by the party’s NWC, said it would be too expensive. They also cited lack of record of party membership. Another state chapter of the APC, which opted for indirect primaries and consensus, is Enugu.

The decision was reached during the state executive committee meeting of the party. The state Publicity Secretary of the party, Mrs. Kate Offor, explained that consensus would be used where there is agreement among aspirants, while indirect primaries would be used where there is serious contention. 

Also opting for indirect primaries, the Kaduna State chapter of the party cited lack of a comprehensive register of party members. The Zamfara APC chairman, who also justified adoption of indirect primaries by party stakeholders in the state, said the decision was not a deviation, but in line with the directive of national headquarters of the party.

But, a faction of the party in the state, led by senator representing Zamfara Central, Kabiru Marafa, rejected the decision. The factional APC state chairman, Surajo Maikatako,who spoke with journalists, said since the government’s side of the party’s leadership decided to adopt indirect primaries, they would as well conduct direct primary to select their governorship candidate as well as for other positions.

Also citing lack of comprehensive register and security issues for adopting indirect primaries, the Borno State APC chairman, Hon. Ali Dalori, said: “We are adopting the indirect primaries because as I am speaking to you, we don’t have authentic register of members of the party in the state or national secretariats and because of insecurity facing the state.” 

However, a faction of the party, led by former Governor Ali Modu Sheriff, rejected the decision of the party stakeholders, saying it was unconstitutional and a breach of the party’s constitution.

The Adamawa leadership of the party and stakeholders also cited security issues as reason for adopting indirect primaries to candidates for the election in the state. 

The state chairman of the party, Ibrahim Bilal, who spoke with our correspondent, particularly listed Madagalli, Michika, Mubi North and Mubi South councils as areas affected. Similarly, the leadership of Ondo State APC cited security and lack of authentic membership register as reasons for adopting indirect primaries to pick the party’s candidates in the state.

14-Year-Old Boy Rapes And Murders 83-Year-Old Woman In Baltimore, US - Crime -

A 14-year-old boy, Tyrone Harvin, has been charge with murder and rape in connection with the death of an 83-year-old woman, Dorothy Mae Neal, in Baltimore.

Maryland law requires Harvin be charged as an adult. He is accused of sexually assaulting and killing Neal, who was found unresponsive on Aug. 29 in her West Baltimore apartment.

She later died at a hospital after being beaten by Harvin, who lived on the same street with her.

Photos Of The 52 Cows Killed By Train In Kaduna - Travel -

About 52 cows were crushed to death by an Abuja-bound train, Kaduna State Commissioner of Police, Ahmad Abdulrahman.

He said the command received a distress call of the accident at 11.45am, adding that he personally led principal staff of the command to the spots at Kasarami in Jere District of Kargarko Local Government Area of Kaduna.

“When we got to the spot, we found out that contrary to earlier reports of attack by insurgents, what actually happened was an accident,” the commissioner said.

According to him, some Fulani herders who passed the night at Kasarami asked if they could cross over with their cattle and were misinformed that there is no rail service on Sunday.

“It was when they were half way across the track, that a fast moving train from Rigasa station on its way to Abuja approached the spot where the cattle were crossing on a high speed and in the process, it crushed to death 52.”

He said 27 cattle that were still alive were ordered to be slaughtered and sold out to reduce the loss on the herder.

While noting that no human life was lost, he added, “The Fulani herders were on their way back to Katsina State. I had a meeting with their leaders and the farmers in the area to check future occurrence.”

Bricklayer Arrested For Raping His 13-Year-Old Neighbour’s Daughter - Crime -

The Ondo state command of the Nigeria Security and Civil Defence Corps, have arrested a 35-year-old bricklayer, Dayo Samuel, for allegedly raping a 13-year-old daughter of his neighbor in the Ijoka area of Akure, Ondo State.

Parading the suspect before newsmen, the state Commandant of the NSCDC, Pedro Awili, said the suspect had threatened to kill the victim if she told anybody that he defiled her.

“Abuse and defilement of minors have becoming a recurring crime in Ondo State and NSCDC has been collaborating with other security agencies to ensure that the trend is brought to an end in the state. The suspect will soon be charged to court after the completion of investigation.” Awili said

Speaking to newsmen, the victim said Samuel used to give her N50 or groundnuts to lure her.

“He would give me money or groundnuts before having sex with me. I later told my mother. It is my mother that told the civil defence people to arrest him.” she said

The suspect however denied the allegation. He accused the motrher of the victim of using her daughter to frame him just because they were having a quarrell.

“I didn’t defile the girl; the woman and her child are not telling the truth,” he said.
