Highlights Of Kemi Adeosun Activities As Finance Minister - Politics -

Mrs. Kemi Adeosun

The Minister of Finance, Mrs. Kemi Adeosun, resigned yesterday, saying in line with the Buhari administration’s stance on integrity, it was honourable for her to resign over allegations on her NYSC exemption certificate.

Here is a brief highlights of her activities in office



Efficiency Unit:

One of her major initiatives is the Efficiency Unit (E-Unit) established in November 25, 2015 to ensure that all government expenditures are necessary and represent the best possible value for money. Prior to her assumption of office, available records showed that the nation’s recurrent expenditure completely dwarfed capital expenditure by a ratio of 84/16. This included non-wage related overhead expenditure such as travel costs, entertainment, events, printing, IT consumables, and stationeries, among others. Since its creation, the unit has been monitoring the MDAs, identifying and eliminating wasteful spending, duplication and other inefficiencies and identifying best practices in procurement and financial management. The federal government currently saves at least N15 billion annually from the services of the unit, according to the ministry.



Presidential Initiative On Continuous Audit (PICA):

Adeosun was said to be instrumental to the establishment of the Presidential Initiative on Continuous Audit (PICA), a critical initiative in the implementation of a Continuous Audit Programme. The Federal Executive Council (FEC) had on March 9, 2016, approved the establishment of PICA to ensure full accountability of all public funds expended under the Buhari administration.

Development of Whistle Blower Policy: The Whistleblowing policy, which was developed by the Federal Ministry of Finance in December 2016, empowers citizens to report public corruption. The primary goal of the policy is to support the fight against financial crimes and corruption by increasing exposure of financial crimes and rewarding whistle blowers. According to Adeosun, over 2,500 reports have been made through various reporting channels as at July 2017, with 365 being actionable tips. She disclosed that the sum of N375.8 million had been paid as reward for 20 whistleblowers in the first batch payment.

Voluntary Assets and Income Declaration Scheme (VAIDS):

The Voluntary Assets and Income Declaration Scheme (VAIDS), an initiative of the Kemi Adeosun in collaboration with the State Tax Authorities, is a revolutionary programme that provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes. As at May 2017, the total number of taxpayers in Nigeria was just 14 million out of an estimated 70 million who are economically active. VAIDS has however yielded over $50 million in revenue between June 29, 2017 when it was launched and October 31, 2017. Two foreign companies have also agreed to pay $110 million in regularizing their tax status.

Treasury Single Account (TSA):

The TSA is another initiative towards efficient and transparent management of federal government finance and revenue collections that have been implemented in the past years, through the Federal Ministry of Finance under Adeosun. The government can monitor and manage revenue from revenue collecting and revenue generating agencies of government, through a window. It has so far mopped up over N3 trillion as revenue accruals since the policy of Treasury Single Account commenced.

Capital budget releases:

Adeosun had said the Federal Government released over N1.580 trillion for capital projects to all its Ministries, Departments and Agencies (MDAs). She said government released N1.58 trillion capital cost to the MDAs for the 2017 budget, considerably higher than the pre-PMB years.

The National Bureau of Statistics on Friday released the Consumer Price Index which measures inflation with the rate rising from 11 .14 per cent in July to 11 .23 per cent in August .
The bureau in the report which was made available to our correspondent stated that this is the first year on year rise in headline inflation following the eighteenth consecutive decline in the inflation rate .
It said , “The consumer price index, which measures inflation increased by 11 .23 per cent ( year -on -year ) in August 2018.
“This is 0 .09 per cent points higher than the rate recorded in July 2018 ( 11 .14 per cent) and represents the first year on year rise in headline inflation following the eighteenth consecutive disinflation .
“Increases were recorded in all divisions that yielded the Headline index.
“On a month- on -month basis , the headline index increased by 1. 05 per cent in August 2018 , down by 0 .08 per cent points from the rate recorded in July 2018 ( 1 .13 per cent) .” https://punchng.com/inflation-rate-rises-from-11-14-to-11-23-in-august-nbs/

Louis Chigozirim Ihejirika, a final year B. Agric student of the Michael Okpara University of Agriculture, Umudike, Abia State, has committed suicide by hanging.

According to reports, the incident occurred, yesterday, at his hostel, Snow lodge, Umuariaga. It was gathered that he locked the door and closed the windows before committing the act.
When access was eventually gained into his room, Ihejirika was found dangling from the ceiling fan. The police are currently investigating the circumstances surrounding his death.

His close friend, Nwachukwu Stella who announed his demise wrote;
With a heavy heart we the 400L students of B.agric (SIWES STUDENTS) announces the death of one of us by name Louis chigozirim Ihejirika who died mysteriously by hanging himself, at first we taught it was a joke but on getting to the scene ground I saw my man already dead,the whole doors and windows was locked but with the help of the 3 guys who went with me the almaco was forced open and behold Louis on a ceiling fan hook with white polo and his black jean trouser already dead.

I know we can't question God but I strongly believe he should have an answer and reason behind this death,as we embark on a prayer we believe God will reveal everything hidden in the eyes of man that propelled this handsome,brilliant and sound young man to take his own life by Hanging. Louis you have been my close friend and departmental mate but at this point I am heartbroken because there is nothing in this life that can make you take your own life without seeking my advice. But I pray God to give your family the fortitude to bear this irreparable loss.

The Peoples Democratic Party (PDP) has commended the resignation of Kemi Adeosun from office as Minister of Finance.

However, the party in a statement by its National Publicity Secretary, Kola Ologbondiyan, called for the immediate arrest and prosecution of Adeosun for forging her National Youth Service Corps (NYSC) Exemption Certificate in addition to alleged impropriety and abuse of office as minister.

The party also raised the alarm of plots by the Federal Government to secretly move Adeosun out of the country following her resignation.

The statement reads in part, “The party invites Nigerians to note that President Muhammadu Buhari, whose administration has become notorious for shielding its many fraudulent and corrupt officials, could not summon the rectitude to sack Mrs. Adeosun, adding that she would have still been in office, if not for the sustained uproar by Nigerians and international creditors.

“Our investigations reveal that the Federal Government, which earlier made efforts to defend Mrs. Adeosun, has already perfected a plot to help her to evade prosecution following fears that she could open up on the humongous corruption going on in the financial sector under the Buhari administration.

“The PDP is also aware of plots by the Federal Government to secretly move her out of the country, and for that, we urge the international community to be at alert and ensure she is repatriated to face justice in Nigeria should the Federal Government succeeds in its devious plan.

“Furthermore, we are also aware that President Buhari was not by any measure prepared to drop her from his cabinet but for the demand by those responsible for her appointment, who protested her continued stay in office, although for their own selfish gains. A case of corruption fighting back!

“The PDP therefore demands an immediate open inquest into the records of the Finance Ministry under Mrs. Adeosun, to unravel all improprieties by the Buhari Presidency cabal, including alleged diversion of oil proceeds, fraudulent oil subsidy deals, leading to high fuel price; depletion of our foreign reserves, embezzling of funds retuned by Switzerland and other huge sleazes in the ministry.

“The party also insists that President Buhari must be held responsible for all infractions in the finance ministry under Adeosun, as he appointed and retained her despite having information on the certificate forgery; a situation that confirms the decadence and lack of due diligence in the Buhari Presidency.

“Nigerians already know that the Buhari Presidency is a citadel of iniquity with inherent proficiency in stealing, forgery and manipulation of processes. This perhaps explains why President Buhari has not relieved his Special Assistant on Prosecution and Chairman of the Special Investigative Panel for the Recovery of Public Property, Chief Okoi Obono-Obla of his appointment in spite of the West African Examination Council (WAEC) confirmation that he forged his Secondary School Certificate.

“Is it not clear to all that the Buhari administration’s so-called anti-corruption war and purported integrity are mere orchestrations to hoodwink Nigerians and the international community, while Mr. President oversees the most corrupt administration in the history of our nation?

According to the Guinness Book of Record, they are the most venomous spider in the world.

They are dangerous to human because they are found hiding in houses and cars of densely populated areas, especially during daytime. Watch out for them if you are visiting Brazil.
