WITH effect from this month, federal civil servants are to earn an enhanced pay based on the harmonization of salaries following negotiation of the Federal Government and the trade union side of the Joint Public Service Negotiating Council.
The government, however, emphasised that it is not a pay rise. The issue of pay disparity in the federal public service was finally been laid to rest through a circular from the National Salaries, Incomes and Wages Commission to all federal government agencies, ministries and departments.
See structure of pay The circular spelt out details of the salary progression of any employee of the Federal Government. The new pay scale is on certain conditions in respect of productivity and conduct of public servants to service delivery. Correction of distortions in pay A competent source who participated in the negotiation told Vanguard: “The harmonized salary is to correct the distortions in the pay of federal employees. Whereas other professionals in the federal civil service have had adjustments over time, the core civil service employees never had such adjustments.†Vanguard noted that the review was in line with President Goodluck Ebele Jonathan’s promise on May Day that he would, in due course, ensure that issues of pay disparity which the unions in the public sector had contested over the years would soon be a thing of the past. A circular dated July 1, 2010, signed by Chairman of the National Salaries, Incomes and Wages Commission, Chief R.O. Egbule, stated: “It should not be regarded as an award or a general pay review in the public service. “The President, Commander-in-Chief of the Armed Forces has approved an upward review of the Consolidated Public Service Salary Structure, CONPSS. The effective date of the implementation of the revised salary structure is July 1, 2010. “It should be noted that this pay review is the result of a collective agreement at the end of a collective bargaining exercise between the Federal Government and the Trade Union side of the Joint Public Service Negotiation Council. Therefore, it should not be regarded as an award or a general pay review in the public service.†Egbule added: “This particular pay increase is granted on the condition that there shall be a noticeable improvement in the productivity and conduct of public servants in service delivery to the public. The framework on the standards and modalities for achieving this objective will be worked out by government and relevant stakeholders not later than December 31, 2010.†He directed that “all enquiries arising from this circular should be directed to the National Salaries, Incomes and Wages Commission.†Copies of the circular were sent to the Head of the Civil Service of the Federation, Clerk of the National Assembly, Accountant-General of the Federation, Chairmen, Federal Commissions, Secretary to the Government of the Federation, etc.
